The aim of the Master Plan is for Naawi-Oodena to stand as a formative model for Indigenous city-building, nationally and globally. “We will use what Mother Earth provides in a gentle manner. We will create living and working spaces which are appropriate with being in harmony with natural systems. We will harvest and store water for use during cold and dry times. Scatliff + Miller + Murray was selected to develop a Master Plan for the former Kapyong Barracks site, now known as Naawi-Oodena, which encompasses land owned by both Treaty One Nation and Canada Lands Company (CLC). This process included detailed site condition analysis, extensive community engagement, and close collaboration with Treaty One Nation and CLC on further concept plan development and implementation. At its core, the Master Plan establishes a flexible planning framework that is based on a collective set of project aspirations and design principles to guide future development activity. As the Master Planning lead, SMM managed a multi-disciplinary team to advance the planning of one of the City’s Major Redevelopment Sites and the largest urban reserve in Canada.

SMM formed and collaborated with an Indigenous Design Group to define the vision, shape the overarching community design principles, and guide the Master Planning process. Working closely with our landscape and urban designers, this Group also played a critical role in developing specific design strategies to support the implementation of the Master Plan.

Working with Treaty One Nation and CLC, SMM executed a series of participant meetings with key individuals, organizations, and City departments, and planned for two in-person public information sessions. Due to COVID-19 and the subsequent restrictions, our engagement team transformed an in-person public information session to a web-based platform that delivered the information on a website and collected feedback via several online surveys. We also hosted a virtual presentation in a webinar format featuring a panel presentation, live polls, and a question-and-answer period with live streaming to Facebook. Drawing in over 800 participants, the presentation was an incredible success and gave our team a significant amount of feedback to help refine the preliminary plans into a preferred concept plan.
