Selkirk West End Concept Plan
Demonstrating that progressive urban agendas are not just the exclusive realm of large urban centres, the West End Concept Plan reflects Selkirk’s active approach to planning, growth management, self-definition and positioning itself for a sustainable future.
The City of Selkirk took a bold and formative step in its long-range growth strategy when it acquired just over 325 acres of undeveloped land – the West End – within its urban boundary. Coinciding with the City’s acquisition, SMM was retained to prepare a comprehensive Concept Plan and development strategy for the subject lands. With a total study area of over 625 acres, including a mix of municipally owned and privately owned lands, the development of the West End lands is a landmark project for the City, with the potential to shape Selkirk’s future urban growth and generate significant economic investment.
Our team, which included KGS Group, were dedicated to creating a forward-thinking, impactful, and feasible land use and design framework that reflected the City’s future goals. The planning and design process has included:
- Facilitating workshops to develop land use plans and conceptual designs based on planning principles and stakeholder input;
- Undertaking a comprehensive assessment of existing and planned municipal infrastructure, including water, wastewater, stormwater and transportation systems to confirm necessary upgrades required to support future growth;
- Collaborating with the City and private landowners to build consensus around the subject site’s development direction and potential; and,
- Developing policies related to land use, urban design, servicing, and sustainable development, in addition to a comprehensive strategy for phasing and implementation to shape future growth
